Establishes capital, salary/non-salary budgets annually, consistently with projected workload, productivity targets and new service development. Establishes and annually reviews departmental policies, ensuring compliance with all applicable regulations. Plans/directs preparation for all applicable regulatory surveys/inspections/drills.
